Let the equation of the given line be y = ax +b

The x-intercept is x = 4 and the y-intercept is y = -2.
When x=4, y=0, therefore
4a + b = 0           (1)
When x=0, y=-2, therefore
b = -2                  (2)

Substitute  b=-2 into (1).
4a - 2 = 0
4a = 2
a = 1/2

The equation is y = (1/2)x - 2
